It means … it’s a road sign, just like any other road sign, like “food & lodging, 3 miles” or “gas next exit”.

If you’ve ever driven down a dark highway at night, you see all manner of road signs. Of course, you would never see the sign in the cartoon…. but what a wonderful thing it would be if you did.
ah, it would be something like an expression of wish, isn’t´it?
that it would be really great to have posters advising about homeopaths on the roads.
or it would be good for a society to be able of getting to the point that there are posters on the roads telling of the existence of homeopaths in the vicinity?

That’s part of it. It works on a few levels.
It’s like you often see on the road a sign with the letter “H” which means there’s a hospital at the next exit; well, someday, we hope, people will want to know where the next homeopath is!
